If we have to spray an animal with "bear spray" it will be for the purpose of distracting an eventual attack, or if it is so close that we have to scare it so that it will hopefully run away. We wish to use "minimum use of force". This gas only gives the animal a temporal pain, so it is better to use this gas, if the situation allows it, than killing the animal.
